RNW Media is an international digital media accelerator, working for impact. Our mission is to accelerate the impact of locally rooted civil society organisations and media outlets in their use of digital media to reach, engage and mobilize young people aged 15 to 35 on issues that matter to them like government accountability, gender equality or climate justice. We work with those who, like us, want to unleash the potential of next generations (millennials, Gen Z) in countries where freedom of expression and digital inclusion are under pressure. It is our goal to ensure that by 2030, through digital media, one billion young people can make informed decisions, advance their rights and positively affect society.

We are proud to have 75 years of experience in the media sector, over 50 years as a training centre and more than 10 years working on media for development. 

The purpose of the position

The M&E Expert develops and regularly updates a monitoring and evaluation system to capture progress in programme implementation cycles using both digital and offline data collection, research and analysis. He/she captures learnings and shares these with colleagues and partners. The M&E Expert ensures that these learnings are taken into account in programme implementation. 

Positioning in the organisation

The M&E Expert reports to the Impact Team Lead.

Your responsibilities

The M&E Expert:  

  • Develops and monitors the implementation of effective PMEL systems for all programmes and themes by all programme staff;
  • Ensures the effective and timely reporting to partners and donors;
  • Jointly with other experts, determines the use of external (freelance) PMEL staff; and where needed manages an international team of global and local experts;
  • Translates lessons learned into practical steps for improvement in performance and efficiency;
  • Regularly ensures the evaluation of PMEL activities to identify (potential) problems and propose solutions/improvements;
  • Supports and advises partners on PMEL activities;
  • Is responsible for advising on effective indicators and plans for measuring in accordance with RNW’s ToC;
  • Is responsible for ensuring that all newly developed proposals are in line with RNW Media’s indicators and goals;  
  • Ensures that best practices are documented by project and programme staff and shared with the organization and where appropriate with partners.

Knowledge and experience

The M&E Expert has:  

  • 5+ years of relevant work experience;
  • Bachelor’s Degree in a relevant field;
  • Knowledge of and experience in setting up and managing M&E systems;
  • Strong conceptual knowledge about theories of change approach, logical model and data quality assurance;
  • Experience with facilitation and implementation of M&E;
  • Knowledge of and experience with qualitative and quantitative research methods;
  • Experience of working with external consultants, researchers, and strategic partners;
  • Excellent communication skills, verbally and written;
  • Fluent in English.

At RNW Media we have a competitive Compensation & Benefits package. This job is graded in salary scale 7 (€3.204,84- – € 4.485,96-). Your salary will be dependent on experience and expertise. We offer a one year contract, subject to renewal.
